Other panel members were Lt. Gen. Adrian Spain, deputy chief of staff for Air Force Operations; Maj. Gen. Randall Jefferson, special assistant to the director of the Air National Guard; and retired Gen. Jeff Harrigian, vice president of strategic campaigns for aeronautics strategy and business development for Lockheed Martin.
